
On 2 June, the members of the European Housing Forum (EHF) met with Matthew Baldwin, Head of the European Commission’s Housing Task Force. The meeting aligns with the Commission’s ongoing consultation process to inform its forthcoming Affordable Housing Plan.
The EHF, created in 1997 following a European Parliament resolution on the social aspects of housing, is an informal platform uniting 15 major European and international organisations from across the housing sector and beyond, including consumers, providers, construction professionals, and researchers. EBC joined the Forum in 2016 to bring the perspective of local small construction companies to the debates.
Mr. Baldwin presented the main objective and processes of the Housing Task Force: to develop concrete actions and policy recommendations aimed at tackling the housing affordability crisis across Europe. During the meeting, he outlined several key initiatives currently underway. These include the call for evidence, open until 4 June, and the creation of a Housing Advisory Board, a one-year expert group of up to 15 independent members tasked with producing independent input for the Affordable Housing Plan.
He also highlighted upcoming public consultations, scheduled from late June to late October 2025, covering various thematic areas including construction. In addition, thematic expert workshops will be organised in autumn 2025.
During the meeting, EBC highlighted the important role of micro, small, and medium-sized construction enterprises in addressing challenges for new built and the renovation of buildings at local level. These local businesses are essential to achieving sustainable and energy-efficient homes, supporting regional economies, and preserving craftsmanship.
EHF members welcomed the opportunity to contribute to this vital policy process and reiterated their readiness to support the Commission’s efforts in addressing Europe’s housing challenges.
