Energy efficiency: EBC attends EU Peers Summit 2025on One-Stop Shops

Last week, EBC took part in the EU Peers Summit 2025, held from 14 to 15 October in Brussels. The event brought together One-Stop Shops (OSS) for energy renovation, municipalities, regional actors, and energy renovation practitioners from across Europe to exchange knowledge and promote the role of OSS in making home renovation accessible, affordable, and aligned with EU climate goals.

EBC joined the discussions to bring the perspective of construction SMEs, small local contractors, and skilled craftsmen, the backbone of the Renovation Wave. As the sector most directly involved in implementing home upgrades and energy-efficient solutions, their insights are crucial for making OSS models practical, effective, and inclusive.

The Summit opened with a Practitioners’ Workshop, co-organised with the European Climate, Infrastructure and Environment Executive Agency CINEA, featuring interactive sessions like OSS Bingo to foster networking and a deep-dive discussion titled “The devil lies in the details”, exploring operational and strategic complexities of OSS implementation.

The second day offered a Belgian OSS Deep Dive, where participants took part in a dynamic World Café format, exchanging experiences with regional OSS representatives from Brussels (Homegrade), Wallonia (SPW), and Flanders (VEKA). Key topics included balancing public and private financing while maintaining independence, building sector capacity, and engaging citizens effectively.

The event concluded with a high-level session, “How cities and regions are benefitting from One-Stop Shops”, which highlighted different OSS business models, success stories, and policy pathways. A dedicated presentation of the European Commission’s DG ENER focused on how actors can harness OSS to meet the goals of the updated Energy Efficiency Directive (EED) and Energy Performance of Buildings Directive (EPBD), soon to be transposed into national law. CINEA offered some concluding remarks, noting the importance of these exchanges in view of further mainstreaming of OSS in the coming years

Throughout the summit, EBC emphasized that successful OSS strategies must be co-designed with local construction actors to ensure feasibility, quality, and long-term impact. EBC has long advocated for an inclusive, sustainably financed and robust OSS model and believes they can play a catalysing role in the energy transition and renovation of Europe’s homes. As the EU scales up its renovation ambitions, EBC remains committed to ensuring that small builders and craftsmen are not only part of the conversation, but central to the solution.

EBC is part of the Advisory board, also liaising this broader initiative with its ongoing LIFE project CondoReno on integrated home renovation services for condominium associations.
