
On July 1, EBC submitted its response to the European Commission’s consultation on the rules for Digital Product Passport (DPP) Service Providers, under the framework of the Eco-design for Sustainable Products Regulation. This initiative follows the publication of the feasibility study on the establishment of the Construction Products Regulation (CPR) Digital Product Passport (DPP) system, in which EBC participated as a member of the Advisory Board.
The study examined different options for setting up the DPP system, including a centralised EU database, a fully decentralised approach relying on manufacturers’ own infrastructure, and a decentralised model based on licensed service providers. The study concluded that the preferred option is a decentralised system involving authorised DPP service providers, with the possibility for manufacturers to maintain their own data systems backed up by third-party services. This approach aims to combine flexibility and control while ensuring access, security and data reliability. EBC contributed to the overall direction of the study and emphasised that the success of the DPP in the construction sector depends on how it is implemented in practice.
Similarly, the reply to the consultation on the DPP service providers underlined the need for proportionate and inclusive certification rules, legal clarity on responsibilities, and practical tools that allow SMEs to adopt the system without unnecessary burdens. EBC advocated for a hybrid certification model that combines self-declaration with third-party verification, where justified by risk. It also stressed the importance of allowing SME organisations to participate as service providers and of preserving data access and ownership for manufacturers.
The reply further calls for consistency across EU legislation, notably between the Eco-design for Sustainable Products Regulation and the Construction Products Regulation, and highlights the importance of providing practical support to help SMEs fulfil the new requirements. EBC will continue to follow this file closely to ensure the voices of construction SMEs are heard.
