Standardisation: EBC attends meetings on the implementation of the new Construction Products Regulation

As coordinator of construction activities of SBS, EBC took part in three major meetings shaping the implementation of the revised Construction Products Regulation (EU) 2024/3110: the CPR Acquis Expert Group, the AdCo-CPR meeting of market surveillance authorities, and the  Group of Notified Bodies (GNB) Advisory Group. These meetings marked a step forward in the transition from the 2011 to the 2024 framework, with discussions on technical guidance, market surveillance, and the readiness of national and European systems for the new regulatory reality.

At the CPR Acquis Expert Group, the European Commission presented progress on the new CPR Working Plan (2026–2029), covering horizontal actions such as environmental sustainability, digitalisation, and green public procurement. Updates included the forthcoming Delegated Acts on Assessment and Verification Systems (AVS) and European Technical Assessment format, the Digital Product Passport, and ongoing standardisation work on key product areas including concrete, metals, windows and doors, insulation, timber, and masonry, together with new subgroups on flooring, roads, and prefabricated elements.

At the AdCo-CPR meeting, market surveillance authorities exchanged experiences on the enforcement of CE marking. The group reviewed progress on joint market surveillance actions and discussed guidance for authorities under the new CPR. The session also explored practical cooperation through the Information and Communication System for Market Surveillance (ICSMS) system and future joint actions, highlighting the importance of consistent implementation across Member States.

Finally, the GNB-CPR Advisory Group brought together notified bodies to review guidance under the new CPR, including AVS procedures, subcontracting rules, and the use of testing facilities. Exchanges focused on ensuring consistency, legal certainty, and smooth cooperation between notified bodies, accreditation authorities, and manufacturers.

Through its participation, EBC continues to represent construction SMEs in this transition, emphasising the need for clear, proportionate, and workable rules that ensure fair market conditions across Europe.
