Standardisation: New version of the Guide for SMEs on the Construction Products Regulation now available

September 4, 2025

Small Business Standards (SBS) and the European Builders Confederation (EBC) have published an updated version of the Guide for SMEs on the Construction Products Regulation, originally published in December 2024. This new edition reflects the final adopted legal text and provides practical support for businesses preparing for the new obligations that will gradually apply from January 2026.

The guide has undergone a thorough update, closely following the structure and terminology of the adopted regulation and offering explanations of key provisions. While the earlier version already provided a useful foundation, the new edition builds on user feedback and incorporates the most recent legal developments to offer more accurate and accessible guidance.

The guide speaks not only to SME manufacturers, but also to importers, distributors, authorised representatives, and those who use construction products in practice. It places emphasis on how these different roles interact under the CPR, and what they each need to know to ensure compliance.

The updated version also introduces a more practical and user-focused approach to the new requirements on sustainability and digitalisation. It explains how to handle the environmental obligations that will gradually apply, and how the Digital Product Passport is expected to function in practice. Rather than repeating the legal text, the guide helps readers understand what these developments mean for their business and how to prepare accordingly.

With a view to simplification and accessibility throughout the document, definitions have been clarified, examples made more illustrative, and the structure adjusted to make the guide easier to follow.

This new edition is intended to serve as a reliable companion for SMEs adapting to the new CPR framework. It can be downloaded from the SBS website and will be updated further as delegated acts and harmonised technical specifications are adopted.
