Pact for Skills: First 2025 meeting between EBC, FIEC and EFBWW and the signatories of the PfS in construction

On Tuesday 15 April, the coordinators of the Pact for Skills in Construction, EBC, FIEC and EFBWW jointly gathered online the current signatories of the Pact for Skills (PfS) in Construction for their first 2025 meeting. Bringing together stakeholders from across the European construction sector, the event focused on strengthening cooperation within the framework of the Pact and launching new initiatives for skills development in the sector. 

The European Commission’s Pact for Skills Support Services team kick-started the meeting. Participants received updates on the objectives of the Construction Large-Scale Partnership (LSP), the role of the support team, and the benefits available to signatories, including access to valuable resources, European funds, networking opportunities, and regional partnerships.  

Then, the Construction Blueprint 2 project was presented by the coordinator Fundación Laboral de la Construcción (FLC). Running for four years under the Erasmus+ programme, the project brings together 20 partners from 10 European countries to address the evolving skills needs in the construction sector. EBC presented the specific actions and dedicated activities envisaged by the coordinators to boost the PfS activity in the context of this project. 

Felix Rohn from DG EMPL also introduced the Union of Skills communication launched by the European Commission in March 2025, aimed at consolidating and streamlining EU skills policy, with a strong emphasis on reinforcing the Pact for Skills as a central pillar. 

The meeting concluded with a session on good practices, where signatories shared ongoing initiatives: 

  • The Sustainable Energy Finance Association SEFA highlighted its work facilitate the financing of the energy transition. 
  • The Italian construction organisation ANCE presented the outcomes of the Pact for Youth project, which concluded in 2024 and focused on attracting young talent to the construction industry. 
  • The International Safety and Health Construction Coordinators Organization ISHCCO shared insights into their new Qualification Framework for Safety and Health Construction Coordinators

Finally, it was announced that the next signatories’ meeting will take place in autumn 2025.
