Energy efficiency: EBC, HOK and the LIFE project CondoReno organize workshop in Zagreb on how to boost condominium renovations in Croatia

On 27 May 2025, the European Builders Confederation (EBC) will host a workshop in Zagreb, in collaboration with the Croatian Chamber of Trades and Crafts (HOK), focused on advancing the energy-efficient renovation of multi-apartment buildings in Croatia. The event, titled “Boosting Condominium Renovations: European Examples and the Croatian Market”, is part of the EU-funded LIFE CondoReno project, which promotes the development and implementation of integrated home renovation services (IHRS) across Europe.

The in-presence only workshop will bring together national and European experts, government officials, building managers, researchers, and property stakeholders to explore the renovation landscape in Croatia. Participants will engage in practical discussions on how to improve renovation rates, overcome barriers, and leverage EU frameworks and funding mechanisms to support co-owned residential buildings.

Key topics and agenda highlights

This half-day workshop will feature simultaneous interpretation (Croatian–English) and provide a platform for sharing experiences and identifying practical solutions. The agenda includes:

  • An overview of Croatia’s renovation policies and incentives, focusing on strategies to support energy-efficient upgrades of residential buildings, including available funding at national and EU levels.
  • A presentation on the updated EU Energy Performance of Buildings Directive (EPBD), covering key legislative changes and how integrated renovation services and one-stop-shops are expected to play a central role.
  • Insights into the energy-saving potential within Croatia’s housing stock, highlighting practical outcomes and lessons learned from past renovation initiatives.
  • An introduction to the CondoReno model, showcasing the CondoReno project’s approach to integrated services for condominiums and examples from across Europe, with a focus on how the model can be adapted to the Croatian market.
  • A panel debate on renovation challenges in Croatia, addressing barriers to decision-making in co-owned buildings, stakeholder engagement, and mechanisms to facilitate investment and coordination.

The event will conclude with an open Q&A session, followed by closing remarks and a networking lunch.

Strengthening collaboration across Europe

This workshop is part of a broader European effort to encourage the renovation of multi-apartment buildings as part of the Renovation Wave. By sharing experiences and discussing national specificities within the framework of European legislation, the event aims to foster partnerships, generate new ideas, and support the development of one-stop-shops for energy renovation at local level.
