Housing: All you need to know to become one of the 35 lighthouse districts of the Affordable Housing Initiative

On 30 January, the SHAPE II partnership of the Affordable Housing Initiative hosted an online information session for potential candidates to become one of the 35 “Lighthouse Districts” on affordable and sustainable housing across Europe. Titled “Unlock Tailored Learning: Affordable Housing Lighthouse Districts,” the webinar offered key insights into the new training programme developed by SHAPE II. This Single Market Programme project aims to boost sustainable construction efforts and increase the visibility and availability of affordable housing by providing tailored support to initiatives where innovative and energy-efficient housing solutions will be piloted.

Hosted by the European Construction Technology Platform (ECTP), the session guided the participants through the application process and learning opportunities. The event was structured in different parts: Housing Europe explored the opportunities within the training programme, outlining its scope and long-term goals; Energy Cities introduced the e-learning platform, showcasing the digital tools available to participants; then, EBC concluded with a presentation of the selection criteria and practical aspects of the Programme such as the project assessment process, the ranking methodology, and the measures in place to ensure fairness and transparency.

A particularly inspiring session featured success stories from the first phase of the Lighthouse Districts process, with demonstrations of real-world applications of innovative renovation and construction projects in Slovenia and North Macedonia. The session concluded with an interactive Q&A segment, where participants engaged with speakers, addressed queries, and discussed strategies to enhance their chances of being selected for the programme.

Tailored Learning Pathways

The selected participants will undergo a customized learning experience, covering key industry topics such as: Modular building systems; Circularity in renovation and construction; Engaging diverse community groups; Collaborating with local authorities; and Attracting and incorporating private investment.

The training mix comprises online and in-person activities, such as:

  • Study Visits – On-site learning experiences at innovative housing projects
  • Expert Consultations – One-on-one guidance from European housing and construction specialists
  • Workshops – Collaborative problem-solving sessions
  • Investor Pitching – Opportunities to connect with potential funders
  • Interactive Online Classes – Self-paced learning modules covering essential industry topics

Application Process & Selection Criteria

The first window for the call for applications opened on December 5th, 2024, through a dedicated channel online. The window will close on February 28th, 2025.

This first selection cut-off will be limited to 15 support slots. Additional application windows will be considered in the future  – until the target is achieved.

The selection process involves a twofold filtering. First, an Admissibility Assessment to ensure candidate-projects meet core criteria such as affordability, sustainability, and energy efficiency. Second, a Ranking Assessment to evaluate project impact, innovation, geographical diversity, funding sources, and collaboration potential. A jury composed of the consortium partners will assess the applications, while the European Commission will validate the final selection.
