Standardisation: Official publication of new Construction Products Regulation and release of EBC-SBS CPR guide for SMEs

The long-awaited new Construction Products Regulation (Regulation (EU) 2024/3110) has been officially published today in the Official Journal of the European Union. This regulation introduces harmonised rules for the marketing of construction products, replacing the previous Regulation (EU) No 305/2011. It represents a key development in the European construction sector, aimed at ensuring greater clarity, sustainability, and efficiency across the sector.

The regulation will enter into force on 7 January 2025, with its application starting on 8 January 2026. The published text marks the culmination of a process that began in 2019, which EBC,  together with Small Business Standards (SBS), has closely followed.

While this is a key milestone, it is only the beginning of a longer journey. The regulation will require implementing and delegated acts, and many technical standards will need to be revised to align with the new framework. EBC, in collaboration with SBS and its experts, is committed to monitoring this implementation process and will continue to keep stakeholders informed of important developments.

EBC and SBS publish a Guide to help SMEs understand the changes

To help SMEs navigate the significant changes introduced by the revised CPR, EBC and SBS have published a dedicated guide. The guide is tailored specifically for SMEs and micro-enterprises, providing:

  • Explanations of key changes, such as elements supporting sustainability of construction products and the introduction of the Digital Product Passport.
  • Simplified procedures to reduce the administrative burden on smaller enterprises.
  • Practical tools and insights for understanding and meeting compliance obligations.

The guide is now available on the SBS website. It is important to note that the guide may be updated in the future as further implementing acts and details emerge, so we recommend checking regularly for updates. As the implementation phase begins, EBC will continue to work closely with the European Commission to foster a supportive environment where construction SMEs and craftsmen can thrive.as.
