Standardisation: EBC replies to Commission consultation on Regulation on European Standardisation 1025/2012

As part of its commitment to improve SME inclusiveness, EBC has replied to the European Commission’s public consultation on the evaluation of Regulation 1025/2012 concerning European Standardisation. This regulation plays an important role in shaping the standards landscape across the EU, impacting various sectors, including construction. In its response, EBC highlights that the regulation remains fundamentally sound and fit for purpose, concluding that priority should be given to the proper implementation of its provisions rather than amending the regulation itself.

Indeed, the progress made under Regulation 1025/2012 has led to a more coherent legal framework and simplified conformity assessment procedures. For example, the establishment of the Construction Products Regulation (CPR) Acquis Expert Group and the streamlined evaluation process for Harmonised Standards Consultants (HAS) are viewed as promising developments. Regarding the backlog for harmonised European Standards (hENs), EBC considers it primarily due to inconsistencies in the regulation’s implementation rather than flaws in the regulation itself.

EBC also stresses the importance of representing SMEs and societal stakeholders through Annex III organisations, yet it highlights the need for further financial and technical support. Building the capacity and knowledge of SMEs in standardisation matters remains a priority, and adequate financing for SME experts in critical areas is essential. This is why EBC is a founding member and partner of Small Business Standards (SBS), the Annex III organisation representing SMEs in standardisation. EBC coordinates SBS’s activities related to construction, ensuring that the voices of micro, small and medium-sized enterprises and crafts are heard in the standardisation process.

EBC concludes that ensuring effective stakeholder participation, particularly for SMEs, and uniform application of the regulation at the national level are essential for achieving the full potential of the European standardisation framework.
