Energy efficiency

Energy use in the buildings sector (both residential and commercial) is responsible for about 40% of final energy consumption and about 36% of all greenhouse gas emissions in the EU. The cost efficient energy savings potential is estimated to reach 28% by 2020. The construction sector is striving towards increasing energy efficient buildings as well as reducing their environmental impact.

2030 Strategy for Climate and Energy Policies

On 22 January 2014, the European Commission unveiled its 2030 Strategy for Climate and Energy Policies. The framework presented by the European Commission proposed energy and climate objectives to be met by 2030 in order to drive the continued progress towards a low-carbon economy. This communication is intended to replace the “EU 2020 Package".

The 2030 targets are:

   •  40% cut in greenhouse gas emissions (compared to 1990 levels)

   •  Achieving at least a 27% share of renewable energy consumption

   •  Improving energy efficiency by at least 27%

Energy Efficiency Directive

On 25 October 2012 the European Union adopted the Directive 2012/27/EU on energy efficiency. Member States had until 5 June 2014 to transpose it into their national laws. EBC welcomes this text which includes a strategy for the renovation of the national stock of both public and private residential and commercial buildings.

Energy Performance of Buildings

On 19 May 2010 the European Union adopted a directive on energy performance of buildings (Directive 2010/31/EU), which recasts the 2002 directive. Under this Directive, Member States must establish and apply minimum energy performance requirements for new and existing buildings. The Directive also requires Member States to ensure that by 2021 all new buildings are so-called “Nearly Zero-Energy Buildings”.
