Construction 2020

In 2013 the European Commission launched the "Construction 2020 Action Plan". This plan is based on the Communication "Strategy for the sustainable competitiveness of the construction sector and its enterprises", released in July 2012. 

The aim was to identify and implement concrete measures that help foster sustainable competitiveness in the construction sector in the short as well as in the medium to long term.

Governance structure 

As a governance structure to implement the action plan, the European Commission has created a High-level tripartite Strategic Forum as well as five Thematic Groups, one for each of the five key objectives identified in the Plan:

  1. Stimulating investment conditions for renovation
  2. Improving human capital
  3. Improving resource efficiency
  4. Strengthening the Internal Market for Construction
  5. Fostering the global competitive position of European construction enterprises

EBC has welcomed this strategy and actively takes part in the Thematic group meetings and in the High level Tripartite Strategic Forum. Among others, EBC suggested as key measures:

   •  Supporting SME access to the low carbon refurbishment market through proper incentive schemes and financial schemes

   •  Improving and encouraging apprenticeship through better use of Build Up Skills and the social dialogue

   •  Ensuring a level playing field amongst SMEs, fighting social dumping
