Circular economy

The EU waste policy’s main objective is to ensure that Member States take all possible measures to set up  waste “recovery operations” in order to re-use or recycle their waste and thereby prevent the use of virgin resources.

After the withdrawal of a proposal presented in 2014, the European Commission published a new Circular Economy Package in December 2015. This includes a European action plan for the circular economy as well as the revision of the directives on waste, packaging, landfill and waste electronic equipment.

EBC believes that EU legislation on waste is essential for the environment and supports the recovery and recycling of construction materials where this is technically feasible and cost-effective. As the construction sector is responsible for about 35% of the total generated waste in the EU, micro-companies and SMEs take sustainability issues very seriously and are therefore continuing their efforts to minimise and recycle waste at any stage.

EBC agrees with the progressive ban on landfill, but suitable alternatives have to be put in place and easily accessible. Workers should not be obliged to drive too far to access the collection and disposal points, especially for hazardous waste

EBC supports the promotion of sorting systems for construction and demolition waste. However, these have to be technically, economically and environmentally feasible, otherwise companies will not be able to use them.

EBC is working to make sure the final texts of the proposals will take into account the day-to-day reality of small and medium construction companies, which will be the main driver for a change.
