QualiCert

Common quality certification & accreditation for installers of small-scale renewable energy systems

EBC was a partner of QualiCert, a project funded by the European Commission under the Intelligent Energy Europe programme. It ran from July 2009 to December 2011.The framework of this project was the Renewable Energy Directive, which obliged Member States to develop and mutually recognise accreditation and certification schemes for installers of small-scale renewable energy installations by December 2012.

To guarantee the broadest support to the future accreditation and certification scheme, QualiCert relied on an interdisciplinary multi-stakeholder approach involving builders and installers (EBC and CEETB - the European Technical Contractors Committee for the Construction Industry), existing training providers and accreditation bodies, the renewable energies industry and a number of national energy agencies.

This EU-wide concerted approach allowed the project to go beyond national discussions to have a more pragmatic, result-oriented outcome based on the best identified methodology valid for the all EU Member States.

EBC played a fundamental role in providing the SME point of view and successfully managed to promote “equivalent qualification schemes” as an approach to deliver as good results as certification schemes in a more suitable way for micro enterprises and SMEs. 

EBC also delivered an important message to reduce administrative and cost burdens on SMEs to access qualification, notably by encouraging the random selection of audits and setting up private/public partnerships. 

Actions taken by QualiCert

   •  Collection of information to assess the existing schemes in the EU 

   •  Development of a manual of key success criteria (technical, legal, institutional, financial and communications) for accreditation & certification systems 

   •  Adoption of comprehensive schemes in 5 Member States (France, Austria, Greece, Italy and Poland)

   •  Accompanying targeted communication and information actions, motivating additional countries to join and apply the approach developed by QualiCert
